more MIDI latency problems

with my ASIO sound card set to the lowest latency of 64 samples, it says I should get under 10ms of delay under MIDI preferences on the ASIO window.
 
Sometimes I do, sometimes I don't.  Sometimes when setting up, it's just fine and as soon as I go into record, I'm getting what feels to be about 20+ms of latency.  Basically unusable to play a soft synth.  As noted in my other thread, I thought it was plugins on other channels.  But this is now happening with ALL plugs off, ALL pro channel modules off...
I can't get the latency down even though I'm being informed it should be OK by Sonar.
What am I missing or other info do I need to provide?

    Turning the plug-ins off does not cause SONAR to recompute the PDC. Toggle the audio engine off and on to force PDC recalc.
