moving a clip and keeping time locked

Reading manual and online, haven't figured it out yet, figured you guys could tell me quick, see which approach wins.  I just want to move a clip to another empty track keeping locked in time.  I can drag the clip but it lets me position anywhere on the new track.  If I lock clip time I can't drag or cut or anything.  This should be pretty basic but I haven't found out how yet.  Thanks.
