Im not going to download your files, but form what your describing, it looks like a driver issue with your sound card.
so list your sound card and pc specs and your sound card settings

Sorry, but I don't quite understand the problem description. I don't want to DL audio either, and the youtube part sounded normal. So what's the problem before having the audio saved. Crackles, pops, distortion?

What drivers are you using? If there's ASIO drivers for your soundcard, use them (the latest version), if not, try ASIO4ALL (free download). WDM can be usable as well.

What is it you are recording? Audio with microphone, MIDI...?

SONAR PE 8.5.3, Asus P5B, 2,4 Ghz Dual Core, 4 Gb RAM, GF 7300, EMU 1820, Bluetube Pre  -  Kontakt4, Ozone, Addictive Drums, PSP Mixpack2, Melda Creative Pack, Melodyne Plugin etc.

    the youtube part sounded normal.

I hear bad "motorboating"-type distortion coming from TTS-1. In addition to what you recommended, a simple increase in buffer size might do the trick, but it seems a new audio interface is in order - something with native ASIO drivers.
