The CPU usage has gone down so it's not as big of an issue anymore.  The same applies to the new Mastering plugs.  I believe that all the bugs reported in this thread have been fixed in either v.7.0.1 or v.7.0.2, including the RXP bug.  If you use MIDI a lot then I wouldn't hesitate, get Sonar 7. I think that became a problem in S6 or S7.  Maybe you have a more recent version of Reason?  In any case, I would try moving the Library DLL and place it inside your Sonar Producer folder (hopefully that'll fix your problem). This is NOT version 1.6. Place version 1.5.4 into your Sonar Producer folder and relocate the original version 1.6 into your system 32 folder.
