I asked Ralph (I think that's his name, I forgot) at GM the same question. In a nutshell he said that because they deal with so many drum instruments and formats, that they have one generic volume for the files.

You'll just have to adjust the playing intensity if you choose to mix and match midi files.

As they will be played by different drummers for different kits that is to be expected. If its simply a case of different velocity levels try scaling the velocities of the clips so that match more closely. It is relatively easy to do this. Difference in the dynamic range may also come into play.Clips with a wide dynamic range will sound quieter even if they are hitting the same peak midi velocity (is there such a thing as a MIDI compressor to compress velocity ranges).
You may also find you have to edit velocities individual events or kit pieces to get, say, a consistent snare volume between clips.

Trying to program a new tune with Superior Drummer 2.3

Has anyone noticed the volume differences between the Music City pack, Nashville pack and other EZ Drummer, etc. packs (volume is lower than Music City) and the Groove Monkee midi packs? I can't really mix and match with the different midi packs because of volume inconsistencies.......for example, if I use Music City USA, I have to stay with that pack for the whole song? That sucks
