spectrograph sound manipulation

Hi all,

I am trying to find software to edit and manipulate sound in spectrograph form , like you use photoshop to manipulate images, I want to be able to delete frequency strips (fundamental or harmonics) , 'blur' them like an image , copy and paste , and draw new ones like in this applet
