tempo and pitch not working

So, I figured out how to loop, but for some reason the pitch and tempo functions do not work. I am trying to manipulate .wav files and its not changing anything as far as the pitch or the tempo. When I mess with the tempo, it pushes my other loops way down to the right of my window. Any suggestions?
