This is an issue that was talked about many times before. Once, actually over a year ago, a Cakewalk dev said, they were looking into it. This was before X1. I stopped using Instruments-Tracks since then. At a single MIDI Track however there would be no sense for the trackmeters. So this is logical and intended. Instrument-Tracks are flawed. I wrote about them some time on here.

Note on - Note off. Midi meters basically do only that. Your audio meters are the important ones even on your soft synths. That is where any level differences or spikes will occur that can cause problems.
