Adjustable Plot Resolution 3.1 ?

I've seen in several places this addition to 3.1, and this was the quote from the cakewalk e-mail anouncing the update:

• Adjustable EQ Plot Resolution: Auto (default), +/-6 ,+/-12 ,+/-18 via the Plot Show/Hide button in the Console view
  

I hope I'm missing something obvious, but I can't find where to set this. This does refer to the per-track EQ plot resolution, i.e. you can lock the vertical scale rather than having it auto-scale based on the highest/lowest point, right?

Yes. In the console, right-click on the show/hide button for the Eq plot. You get the new resolution choices there.

Why would you want a setting other than +/- 18? Don't see how it would but... does that setting use more resources than say +/- 6?

Also, is using track eq any more efficient than the Sonitus eq as a track insert?

No more resources for any setting. It's just a visual thing. Personally I like "Auto" mode. With +/-18 you can't see subtle boosts or cuts which are less than 1.5dB or so. Being a per-track eq, I end up using it for much more subtle things like that and I want to see them.

Using the EQ as built-in or as a track insert is exactly the same in terms of cpu usage.
