Upset over Offset

I need to understand how to adjust Smpte offset in Sonar to deal with a timing discrepancy between my audio and midi tracks. Here's the problem: When I look at Options/Project/Clock there are no references on the offset dial.

It's difficult to understand what you're adjusting--and by how much--because it doesn't indicate whether this scale is in minutes, hours, or years.

I’ve read here that an offset of this or that amount worked for the kind of problem I've been having; for example 382 milliseconds.

But what in the heck does that mean and how do you translate that into actual numbers on the offset dial:

Is it SMPTE/MTC Offset: 00:00:03:82

Or

SMPTE/MTC Offset: 03:82:00:00

Or some other way.

I’m confused.

    The SMPTE Offset fields are H:M:S:F, or Hours, Minutes, Seconds, and Frames. You need to convert 382ms to frames and that depends on your frame rate. Assuming 30 frames/sec, 382ms is roughly 11 frames. So your SMPTE Offset should be 00:00:00:11. For other frame rates, simply multiply 0.382 times the frame rate.
