Are you talking about quarter-tone scales?

MIDI only contains notes for semi-tone scales. So if you want to get the other notes, I think you need to use the pitch bend feature to bend notes a quarter-tone.

You should check the Scala site (over 3000 microtunings)

It won't help with 1/4 tones, but the snap to scale options in Sonar 5 (possibly 4, too) are WAY cool.
Check out all of the settings under Track--> Snap to Scale.
    Groovy!
    Peace,

    Excuse Me,
Since Forever, We - Egyptians - Have Used The Arabic Scale n This Manner: (Probably Since Pharaohs .... )

1- Record Your MIDI Track that SHOULD contain for example a ( B "sika" )
2- When You Record It , Play The B As It Is, DOnt Try TO Put ANy Pitch Wheel On It TO Make It SOund Like 1/4 Lower... OK ?
    3- Create New Midi Track
4- Set THe Same Settings As Your Previous Track ( same Output, Same Patch, Same Key+, EXCEPT CHANNEL: Set It TO Another MIDI Channel )
5- Open Piano ROll View FOr Your Recorded Take.
6- Select All B Notes In Track (by Clicking The B Note On The Keyboard View On THe Left)
7- Cut Them And Paste In THe New Track You Made in step 3
8- Open Event Editor View For THe New Track
9- Insert Event ANd Change It To Wheel , Set The Valute To -2048 and Move Thins Event To Time 00:00:00
10- Make Sure That This Event Is Set To Same CHannel As The NEWER and Not THe OLDER Track
    11- Press Play And Listen.....
    Thank You...

All right! The old-school Ramses 2048 Thinning Technique (R2kTT) ! Say what you will, but the Pharoahs knew how to squeeze those MIDI quarter tones! This has always worked so much better than that bogus Isis MIDI Modulation (IMM) that Western academics keep trotting out. Bunch of posers.
