trouble at the mill -- vsts are ghosts

Windows XP 32-bit (SP 2). Amd Athlon II X2. 4 GB ram. EMU 0404.

Using X1 Essential (X1b actually).  Everything seemed fine. 

About a week ago I went into Plug-In Manager and made a new layout. I put in about 50 VSTIs. I loaded a couple of old projects and everything still seemed fine. Yesterday, I found that the majority of those plugs are no longer accessible. Any project with, for instance FM8, gives an error message that the plug-in can't be found.  These plugs no longer appear under the "VST instruments" category. If I choose the layout file in the right panel of the Plug-In Manager, the FM8 (and any other missing instrument) is present. I right click on the FM8, choose properties, and find that the "Display Name" and "CLSID" data is there but that the "Filename" field is empty. The missing plugs DO appear under "Legacy Wrapped Instruments", but nothing can be done with them. Right clicking does nothing; clicking "plug-in props" does nothing; and the option to add them to the layout is grayed out.

I tried installing the latest hotfix, but it made no difference at all.

I opened Home Studio 7 and all of the missing plugs ARE accessible, and appear under "VST instruments" in the "Plug-In Manager" as they should.

Any thoughts?

    Run the vst scanner o all the folder locations of the plugins that are missing or/and in error. Make ssure it scans the dll folder location

    I've run the scanner several times.  Everything I've got is under the "VST" directory, and I've run it on that; but I've also run it on just the subdirectories. I've toggled both the "rescan existing plugins" and the "rescan failed plugins" and tried every combination of the two.

    Okay. More info.

    Best I can tell, it's everything that is in the ...\vst\ directory, but ISN'T in a subdirectory.  In HS7, when inserting a synth, I scroll down the list to "vst" which opens up to reveal all of the plugs in question. Apparently, it has made everything in the vst directory that is not in a subdirectory into its own directory called "vst".  In X1, "vst" isn't on the insert list.  I'm pretty sure this happened after I made a couple of specialized layout files. It's possible that it happened after installing the X1b patch, but I'm pretty sure I would have noticed it before now if that were the case.
