ua-1000 setup

I have an old Edirol ua-1000, I'm running it on Windows 7 x64 on a quad core with 8 gig of ram and I can't seem to get a latency lower than 14ms. If anyone else has used one with x1 I'd love any tips on how to improve its performance. On the other hand, if you've found its just too slow of an interface to get lower latency, I'd like to know that too. A possible solution might be for me to shut down everything but the digital i/o and use a pre-amp for two track recording and monitoring, but disabling all the drivers but 9&10 in sonar has no effect. Any advice would be appreciated.
