This feature still doesn't work in X1c..anyone else?

Nothing new, I'm adding notes in PRV by double clicking. The note added is always a 1/4 note in length & not the value of the previous one I was editing.

You need to set it in the Control Bar's note length box. There's a new option for "last selected".
