Problem with "cut"

I use "alt, mouse click" frequently to split.  This works good. But if I "alt, drag, click" to split an area... It only works sometimes, maybe 50%. If it doesn't work once, it will never work in that track again. So I then have to "alt, click twice. Not a big deal but annoying. Is there some type of switch for this or is it a bug. btw, rebooting does not fix this issue

I don't really do splitting very often, but found this:

    Does anything there help?

So thanks, but that is how ive been doing, but my bug is; on certain tracks "alt, drag, mouse click" seems to be disabled. I can only do "alt, mouse click" for one cut. the drag part does not work on certain tracks, but works on others. I hate when I am the only one experiencing a bug.
