Yes, i have Sonar and was looking for the same thing. In Sonar, It's called
Snap To Scale (search this forum for more tips and info) You can find it in a midi track properties and in the Piano Roll itself. Very useful with lots of scales and yes, it works great!!

Update: had not found this because I was searching the Sonar online help for "piano lock". Just now tried "piano snap" and there it was, the feature is called Snap to Scale.
