I've been watching a Groove3 video called "Delay Explained".  For the most part the presenter uses Mod Delay III in Logic Pro.  It allows for setting left and right delays in ms, control of modulation of the delay times, HPF, LPF, feedback, sync tempo, etc.
 
I've been through all the delays provided with X3 Producer and they all lack something.
 
Recommendations for a delay VST with all the features of Mod Delay III and great sound?

I have Logic. Personally I generally prefer alternative delays to the Logic plugins.

BizDigital's Imperial Delay is excellent.
D16’s Sigismund can do everything a delay might ever be expected to, but it's a beast to configure.

As another way of achieving the same effect it's fairly easy to "build your own" modulation delays. For example but a delay on a bus and use a track send as the input. Set the delay 100% wet, then follow it with chorus, flanging, vibrato or phaser plugins. A fully-wet chorus with high depth after a delay can do some interesting things.

As for high/low pass and other eq, just put an eq last in the chain after the delay, or before it depending on which works best.

Mod Delay III is a Pro Tools plugin.  Are you referring to that, or Logic's Delay Designer?  I've seen the Groove3 vids back when I had a subscription, but I don't recall offhand which delay(s) they used.
 
UVI Relayer is the closest thing I've used top Logic's Delay Designer (I have both).

IF you want a delay with two channels/delays and lots of tweaking room, give Fab Filter Timeless 2 a look. It has a ton of options and two delay lines. I use that and the Waves H-Delay. Both are good but Timeless has way more options.

Sonitus, standard w/ SONAR, I believe, has what you need.

+1 for Sonitus if you want a built in option. It's in the DX Plugins and still worthwhile.

If you want something more advanced, I second FabFilter Timeless. It's not for the faint of heart but does everything you could want and more.

I also really like and use Waves H-Delay but it's more limited. Nice character though.

I asked about 'featureful' delays a few months back and got a bunch of good suggestions.

Amp Sims are another "DIY" option, since most include splitters and the ability to chop/swap components.
