I do not know anything about Reaper's command line. I had forgotten about this post http://forum.cakewalk.com/FindPost/1850413 which goes into some detail about Tool menu registry entries. If you know Reaper, Noel's post may give you an idea of what is possible.
 
So far, I have not experienced a problem launching any tool setup to use ASIO.

Thanks, buddy. You've shown me another cool, and as of yet undiscovered corner, of this beast. Really I'd just be trying to access time warping stuff and noise cancelling in other DAWs and if I ever get RX or similar tools I'm realizing now that's where they would/should probably go.

I thought the Reaper noise reduction tool was a free plug-in called ReaFIR. The download is here http://www.reaper.fm/reaplugs/ It should work as a regular VST in SONAR. But as I said before, I do not know Reaper.
 
We are straying pretty far from Melodyne install issues.

Yup. We are and my apologies but I guess the OP has their problem solved so perhaps not such a bad thing to freestyle it a bit (this is highly educational). I would actually use Reaper more for its (supposedly) simple time stretching options (same with Ableton which I think I have an LE version on disc that came with my interface). Might be simpler than firing up Audiosnap for quickstretches (but I have figured out some reasonably quick ways to do such stretching in Sonar... but they require some slicing and dicing which is time consuming as well). For noise reduction Audacity seems to have some offline options that may do some useful stuff but really I'm more interested in inserting something like RX/Ozone into the utilities section if I can ever afford those packages.
 
Just cool to know that there is a way to reach out into other programs like this instead of completely leaving the Sonar environment. Sonar is home and I get nervous when I am too far from home. lol
