Check under edit-preferences and key bindings and make sure the N is connected to snap on/off. There is a separate area in there for track view and piano roll view,it may be linked for one and not the other.
 
 
Edit: Scratch that I don't think it works the way I described above.

That's exactly what I expect... I understand the separate value setting for PRV...

But the N key is not doing that here... When the PRV is open, pressing N does nothing...

 
When you say it "does nothing," what happens to the colors shown in the screen shot? Does the TV color toggle between gray and bright blue, but not the PRV? Does the PRV snap value field stay stuck on light blue or bright blue?
 
Clearly "N" DOES work because it works for everyone else, in X3 and Platinum. Do you have PRV Snap Override bound to something in keyboard bindings and are hitting it accidentally?
 
Try importing the SONAR Default Key Assignments so you have the standard keyboard shortcuts. If you have custom bindings, export them first under their own name in case you want to re-import them.

I've done that... I even tried to unbind it from the default (which it really doesn't) and re-bind it.... Still no go...
 
Here's an interesting little extra I just stumbled on that's new to 2015...
 
There is an available command in the PRV named PRV Snap Override... I believe this only enables/disables the PRV setttings and changing the system to use the Global Snap setting for PRV... It is currently assigned to Alt-Shift-N and appears to work, but the PRV Snap buttons in the upper right of the PRV frame have a problem... Instead of closing down the options and showing the greyed out grid, it leaves the screen... first leaving behind a highlighted image of the current PRV-Snap setting's value (such as 1/16), then a repeated use of the ALT-Shift-N command makes even that disappear....
 
It can be brought back into view/access by closing the PRV and re-opening it...
 
Something going on there... But I don't personally have any need of ever having the PRV follow my TV settings....
 
But still nothing makes the N key work in PRV... Nothing I change in key bindings... and new or old project (Did I mention I tried that too?)...

The PRV Snap Override does the same thing here as far as the buttons .

For what it's worth the PRV snap override is unassigned on my system.

I was messing around with Sonar trying to reproduce the issue and somewhere along the way using "N" to toggle snap stopped working entirely, I don't know what happened or how to set it back to Snap Toggle Extended because that option isn't available. I had to go into the Preferences and manually bind "N" to Snap To Grid On/Off.

As you can tell I have snap on in the Control Bar and PRV, notes snap properly as they should. I toggle snap off with "N" and the change is  visually reflected in the Control Bar but not the PRV, notes still snap in the PRV. While snap is off in the Control Bar I hide and unhide the PRV snap settings and it now visually reflects that the snap is off, notes are no longer snapping in the PRV. I toggle snap on with "N" and the change is visually reflected in the Control Bar but again it isn't visually reflected in the PRV, but this time the notes react properly to any snap toggle changes even though the PRV isn't properly visually reflecting when snap is on. I now hide and unhide the PRV snap settings and it visually reflects that snap is on, notes snap properly. I toggle snap off with "N" and the change is visually reflected in the Control Bar but not the PRV and notes aren't snapping. Now we're back to where we started...
 
The PRV is only responding to the "N" snap toggle when you hide and unhide the PRV snap settings while the snap is off in the Control Bar. I can't imagine Sonar is supposed to work like this, so I'm considering this a bug.

Did anyone try my suggestion in this post?
 
The N thing has always worked for me and apparently for others. Something is happening in individual setups. Importing the default key bindings might be a good place to start.

Yeah I already did that, initially it didn't change anything. After a few tries it fixed the issue with "N" not toggling the snap on/off. But the fact that I was messing around with Sonar trying to produce the same issue the OP is having and suddenly "N" somehow stopped working without me touching any of the key bindings or preferences proves that the OP's issue is in fact being caused by Sonar.
 
I'll mess around with it some more at some point to figure out what's causing the problem, but I'm positive it has nothing to do with individual setups.
