I am at Sweetwater right now and I want to buy it right now
BUT I came here to verify for upgrade status, I cant access my store accountso how do I prove  I own X3 Pro?

Does SW require you to prove you own X3?
 
JRRShop did not require that.
 
Because I would think that the verification is done at install time.
 
If you can't access your store account it may be that your forum login is not tied to it because your forum login email is not the email you used in your store account.
 
You'll need to insure that, or have a CW support person help you out. We all had to migrate our forum account/email to the new Single Sign On store account (about two months ago) by a one time link to the old store. If you did not do that then again, you'll need the help of CW support.

Well all I have is an old store account, and it worked last time I used it a couple months ago.
I have changed nothing. I see the upgrade at sweetwater, but sale says you need to prove you own it to upgrade.
I think that upgrade is based on when you register new ver. but If I can't access my account I would have to make a new one would not prove I own it.

If I DL the  Command Center would I be able to log into my old store account? So far it seems I will need human interaction to get back my old store info.

Well all I have is an old store account, and it worked last time I used it a couple months ago.
I have changed nothing.

I just went through this, too. At least, I think it was the same thing.
 
I logged out of my store account (I usually stay logged in 24/7/365), then when I logged back in, I found a button that said something like "move to new account type." I seriously don't remember how it was labeled, but you'll recognize it, I'm sure.
Just follow the steps. You should be good to go.
