Using TX 16 VSTi, I can't get any sound from samples routed to outputs other than the main stereo output, no matter what routing options I selected in Sonar. 

I use SONAR 6 -- which I'm aware is outdated but works pretty flawlessly on my setup -- on which the routing for multi-out plugins is fairly straightforward since both stereo and mono outputs are automatically routed to new audio tracks that are automatically created when instancing the VSTi. 

I have no such issue with other multi-out Vstis, including samplers like ShortCircuit. 
 
Does any of you use it? Do you face similar issues? Are there options I should tick somewhere?

When I insert TX16Wx in Sonar by selecting "MIDI source" and "All synth audio outputs", I will get 8 stereo audio tracks, plus one MIDI track in Sonar.  You will need to select the outputs from the TX16 UI.
 
If you expand the left pane in TX16 to show the programs, each one has a section marked as "output".  TX16 is multi-timbral, so you can assign each instrument to a different MIDI input and audio output as needed.
 
You can use this "output" dropdown menu to select which audio output each program in TX16 uses.  Play a sound in TX16 as you change the output selections, and you will see the corresponding track meters in Sonar light up.  Easy.

Unfortunately, when I select the outputs from within Tx16 -- just like I do with other VST hosts I use Tx16wx with and with which I'm not experiencing this issue --  either from the left pane or by overriding this setting and choosing an individual output from Tx16's keyboard mapper, I only get to hear whatever's assigned to the primary stereo out (S1+2).

Tx 16's developer, to whom I reported the issue commented that :
 
If the meters are silent (and you did the routing right - which I assume, since you did the same in reaper), then the host did not connect the pins. TX only shows output that is actually rendered to host.
 
Any idea about what I could try?

I agree with the developer.  The host (Sonar 6) is probably not handling this correctly.
 
If that is the case, you will have two choices, use another host that works, or try a newer version of Sonar. 
 
TX16 multi outputs work for me in Sonar 8.5, and that is the oldest version I have installed.  Sonar 6 is quite out of date, and a lot has changed in Windows under the hood since that was released.

It may be your version of the scanner does not see any more outputs. This is what the plug-in properties should show starting from the Plug-in Manager

Scook: The scanner properties window reports 16 outputs too... weird!

Since the scanner got it right. The next test would be a new project. If you have not done so already.
I do not have SONAR 6 installed but did check it in the last version of SONAR and could switch between any of the stereo outs in the synth. X2 is the oldest I have installed ATM.

Thanks Scook. I tried again, but it just won't work. It's probably a bug with this particular version.

I installed Sonar 6 on a test system running Windows XP-SP3, 32-bit (where my Sonar 8.5 lives).
 
Got the same results as OP.  No output with TX16 on other than main (1-2).
 
Tried again with TTS-1, and I could select any output available.
