If I skip an update, does the current update include all previous update features, or do I need to update sequentially from the update I skipped?

I just updated to v2017.03 (23.3.0.51) Invoking the scrubbing tool ("J" keyboard shortcut) causes Sonar to become unresponsive. Has anyone else experience this issue with this version? It was also an issue with the previous version as well, I was hopeful it might have been fixed with the current update.
 
More information: file has a modest number of tracks (21 total, mostly audio, 2 midi). For soft synths, I have an instance of Addictive Drums loaded. I am working on drum replacement using audio snap. I like to scrub through to adjust transients versus listen in real time. Song length is 3:17.
 
Windows 10 64 bit; 32gb Ram; Tons of space; ssd and hdd

The PRV updates provide an elegant solution for the problems described here

For me when using material generated in Band-in-a-box or in Finale with Human Playback, PRV was effectively unusable.  Now it is very usable and I look forward to doing some projects this way.  Thanks.

Gave it a spin today and loving the PRV enhancements. I believe many gripes would be negated if everyone read the guide (particularly with regard to methods of track selection and the new filter) and gave it a little time.

As has been explained by Cakewalk, it's in progress. I'm sure the MIDI fans are happy that Cakewalk introduced the PRV changes first.

The latest update (2017.03) includes support for the Windows 10 UWP MIDI Implementation. However, changing from the default "MME" to "UWP" disables USB connected MIDI "control surfaces" such as the Behringer X-Touch and Frontier Tranzport. There are reports of other devices being disabled the same way. I see no way to enable these devices, am I missing something. Love the update, but was wondering about this.
