I really like the Logic Theme one of our users came up with. I've figured out how to make some changes with the Theme Editor and have improved it for my purposes. But in the Marker's View there is a - and a + at the top. These are covered up by the dark grey color. I'm trying to return it to the light grey and can't find out the name of that border to change. I've tried changing  view border and toolbar background and neither one changes it. What is the name of the parameter I'm looking for?

If I understood correctly, this must be in the Time ruler section of the SONAR Theme Editor.

No, he's referring to the add and delete buttons from the Markers view.

maybe yours is greyed out too .
If you open the Markers view using Views> Markers, you will see + and - .
These allow you to remove or add a marker. I know this because he had another thread where I noticed it was greyed out from a different theme he was using.

OK, I can see it in Sonar, but I can't find it in the Sonar Theme Editor. The only icon that seems to fit is the Add Lane icon in the Track View / Track Pane section, or the Add Module icon from the Pro Channel section.
If this is indeed either one of them, then it's a shared icon and modifying it implies that it has to fit with the design you choose in those different parts of Sonar.
