I ultimately just gave up on this by the way. So iLok prevented me from laying down money at both SofTube and MusicToyz ... interesting turn of events.
 
What is really frustrating about all of this is I was deep into song recording and creativity mode when all of this happened. I made the tactical error of wondering aloud what my background vocal part might sound like with authentic tape flanging. But when I got caught up in this licensing snafu, my creativity and the muse up and left me for another. Since then not only have I left this song unfinished, I haven't even touched my DAW ... That, my friends, is the dark side to recording music on a computer.
 
Good News: Craig Anderton had already done an awesome demo on simulating the manual tape flanging sound from old recording studios in his excellent Sonar X1 Advanced Workshop Videos which I had already purchased. It's a lot cheaper too as it utilizes plugins already bundled within Sonar like the Sonitus Modulator. It also does not require iLok!
 
He talks about that class in this post. It was for X1, but we do still have access to the modulator:
