Problem panning effects

Using the Insert Send Assistant, I inserted a send on all tracks to a stereo delay effects bus. Here's the problem: the Send's pan cpntrol works on a track or two, but on most tracks it has no effect.  Am i doing something wrong?

    You'll get a different result depending on whether the source tracks are mono or stereo - and you need to check the interleave on every track to make sure it's set correctly.
     
    Whatever you're seeing, the results should be consistent when feeding the send from similar source tracks.

    If it's working on some tracks and not others, it probably has to do with settings on those other tracks.  Check whether your send is Pre or Post, and check your Pan levels on the sending tracks individually -- you might try playing with those and see if that is the underlying issue.
