Hey Scook, OK but does that screw anything up??  

No, it won't do anything other than redirect the cache reads and writes to a new location. I was thinking along the lines of the post after mine. I am assuming all projects are failing the same way.

Is the directory (and files) where your picture cache is located "compressed" using NTFS compression?  

 
Hi Paul.  They are not compressed as far as I know.  Plus, this has never been an issue before.  It just started after upgrading to Windows 10.  Could be a coincidence, but at this point - who knows.

SCOOK, YOU'RE A GENIUS - THAT FIXED IT!!!!  I'm going to name my next 10 kids after you.  Perhaps my pets as well.

Glad that fixed it.
 
The question now is why? There is something peculiar about the old location.
 
This type of thing comes up every now and again. Often the threads follow the same pattern, all the usual suspects are ruled out and there is still some I/O problem; sometimes there is an error message, sometimes just symptoms. Sometimes it turns out to be a permission issue or the aforementioned disk compression sometimes it remains a mystery.
