The best combination of efficiency and quality will be achieved by enabling Audiosnap Clip Follows Project on all existing audio clips before lowering the tempo, and then enable Melodyne as a Region FX on the new clip before restoring the project tempo to 'stretch' (actually compress) the newly recorded part to the higher tempo. Then 'Bounce to Clip' the new clip to render the Melodyne stretching permanent.
The Audiosnap stretching of existing clips will only be temporary so quality isn't critical while Melodyne will generally deliver the best result for 'stretching' the new clip.
Try to use the smallest tempo change you can manage. The less extreme the tempo change, the better the result will be. Ultimately, the quality of the result will depend on the nature of the instrument and the style of the part.
