I'm trying to lay down a bass track using Studio Instruments Bass Guitar.  I have a significant delay between my keyboard and audible input, making it impossible to play.  I've tried freezing all my other synth's, no impact.  I opened up a new project and set the midi track and an audio track the same way, with no other tracks at all --  no delay.  Not sure where to look to fix this problem...

Yes, selecting the PDC button got rid of the delay between my keyboard and the audible synth output.

However, now my frozen drum tracks and guitar tracks aren't synchronized.  (I have Guitar Rig on the guitar tracks, froze the tracks but still have disjointed output.)  Any way to synchronize enough to lay down the bass with drum and guitar present?

You can determine which plug-in(s) is introducing the delay and temporarily bypass it's FX Bin.  When you're done tracking, you can re-enable.  Another (easier) option is to temporary bypass all FX Bins.  This is done by clicking the "FX" button right below the "PDC" button you've just used.

That works -- turning off all FX.  Makes it a little tough to feel the groove though with no effects...

In case anyone else runs into same issue -- PerfectSpace was the conflicting FX.  Turned off all instances of this and everything ran fine.  Turned it back on after laying down the MIDI track.

You need to read up on convolutions/latency, as this is long-known behavior.  Here's an (old-ish) thread that sums it up pretty well:
