Maybe I missed it, but do you have any effects plugins loaded in the project?  There are certain kinds of effects that can really jack up latency, and are not meant for tracking, where you need a low latency and small buffer,  They are meant for mixing/mastering where you can bump your ASIO Buffer Size up super high, to give these kinds of effects enough room to do what they do.
 
If you toggle the Bypass All Effects by pressing 'E' on your computer keyboard, do the latency issues go away?  (pressing 'E' again will enable the effects after your test).  If they DO, then that is a big clue that one or more plugins is causing your latency issues.

OK - I just looked up your listed audio interface - the Behringer UCA 202, and it lists no drivers of its own whatsoever.  It's driver downloads search page returns only a link to get ASIO4ALL, which is VERY often problematic for folks.
 
ASIO4ALL is a wrapper bit of software that fools programs into thinking they are using ASIO, but really they are using WDM Windows drivers.
 
While ASIO4ALL does work for some, for many others it is just a problematic piece of crappy software that causes issues just being present on a computer, let alone using it.
 
I do not know if you have the latest version of ASIO4ALL, OR what the stability/usability of it is on Windows 8.1, so that is something to check out.

Behringer HAD own ASIO drivers, and they are working fine under Windows 10. But for some reason, they have REMOVED them from download area, and even refuse to agree they was ever there! That may be worse separate topic in the hardware section...
 
Lucky I still have them on disk.

At first I was using ASIO4ALL from UCA202 page on Behringer site, but for some reason I found the Behringer USB Audio Driver 2.8.40, and I remember it was better, as I was using an old notebook, with 1.7 GHz CPU and 1 GB RAM, running MC5.
But yesterday I was browsing the web and I couldn’t find it on Behringer site, but just on third party sites offering drivers downloads, so I quit searching. It makes sense now when I read azslow3's post.
 
I also tried to bypass all plugins with the 'E' key, but didn't work.
But what it’s weird is that this delay just happens if there are tempo changes on the project, as if I delete them the issue is gone. 
 
Also it happens that my midi controller is a legacy product, and I’ve seen people on internet which couldn’t use it under Windows 8. Fortunately I’m using Windows 10 and the keyboard is working, but I wonder if there is any relation.

I could reproduce it... also in SPlat (latest update).
 
1.New project
2.Insert TTS-1
3.Play MIDI keys - everything is normal
4.Open Tempo view, add change let say at measure 3. For reproducibility, change  120 to 190
5.Play MIDI keys - everything is normal
6.Move time line to measure 5
7.Play MIDI keys. I get a delay from 2 up to 20-30 seconds (yes, seconds). Level meter on MIDI track react as expected, but sound is coming with the delay.
 
I remember there was such discussion already, but google does not find it. Can someone else reproduce? The Project is 44.1/24

Yes, that's the bug! I was thinking it was a particular issue, but at least now it could be detected. Maybe there's something else. I'll try to search google about the discussion, or maybe it’s solution. : )

Thanks for the links. I read these threads, but still couldn't resolve the issue.
I'm also reading Sonar online manual on topics about midi. Sometimes the latency gets lower, after a few tests, but that is just for a moment.
 
I'll try to post it on Problem Reports forum, as suggested Doktor Avalanche.

So glad to have found this thread, this has been driving me crazy all night.  Windows 8.1, SONAR X3 Studio.  After messing with this in a complex project, I tried a test project to make sure it was the same issue described:  blank project, added TTS-1 synth (separate audio & MIDI tracks), grand piano patch.  Played my controller, no latency at all.  Added a tempo change at measure 2.  Playback still fine.  Moved now time to measure 2 and latency jumped to +5 seconds (not milliseconds, seconds).  On the meters I can see the MIDI hitting in realtime as I play, but the audio meter doesn't react until several seconds later when the sound plays.  Selecting a new now time didn't fix the issue.  Close/reload project fixes until you get near another tempo change.  Enabling loop (without playing) also has the same effect if there's a tempo change within the loop period.
 
Other synths I use regularly (Dimension Pro, SI-Electric Piano, VB3) do not have the issue - but they're all VSTs.  For second test I tried using Rapture (another DXi synth) and it exhibits the same behavior.
