I ran as administrator. I did re-set and re-scan of Vsts. I received an email from Melodyne today that advised to reinstall Melodyne in 64 bit. and to make sure the path was correct. I did that, reinstalling Melodyne in 64 bit only. The only thing that I didn't do is disable my virus scanner before install. I am going to do that now. I've tried everything that I know of.

I ran as administrator, re-installed Melodyne with virus scanner disabled. I rescanned VST and reset. The only thing I do not understand is in the folder C:program files/common files/vst3/celemony/melodyne is Melodyne.vst3. I am not seeing the Melodyne singletrack.exe and MelodyneReWireDevice.dll is in the VST2folder. I have created a path to both folders. On the VST settings screen where it states VST3 migration, the boxes that say "Replace VST2 plug-ins When Opening a Project" is checked. The other "Hide Related VST2 Plug ins" is not. I have a scan path to C:\Prog Files\common files\vst2 and vst3 as well as C:\Program files\cakewalk\vstplugins and C:\program files\cakewalk\sonarx1 studio. By the way some of my plug ins from my previous version of X1Studio are not working when I open a project created in X1. But my main concern is Melodyne. I am more angry that I can not figure it out. Thank you for all your help, but I'm still stuck. FYI am only able to open the 32 bit stand alone. The 64 will not open. I get a message stating "The application was unable to start correctly(0xc000007b). Click ok to close application.

This is the binary for the VST3 plug-in. If it were a VST2 it would be named Melodyne.dll but VST3 plug-ins use the .vst3 extension.

This is correct. In a 64bit installation, these files should only exist in "C:\Program Files\Celemony\Melodyne Singletrack". They have nothing to do with VST2 and should not be in the VST scan path.

Not sure about this scan path. Is "C:\Prog Files" really "C:\Program Files" or did you create a "C:\Prog Files"? The VST3 specification requires 64bit VST3 plug-ins be installed under the "C:\Program Files\Common Files\VST3" directory. What is in "C:\Prog Files\common files\vst2"? Adding "C:\program files\cakewalk\sonarx1 studio" to the VST scan path is not a good idea. The files in this folder have nothing to do with VST plug-ins.

 "C:\Prog Files" really "C:\Program Files"=Yes.
"What is in "C:\Prog Files\common files\vst2"?"= Celemony\Melodyne\ then there is a Celemony folder which includes Melodyne Singletrack\Melodyne singletrac.exe and melodyneReWireDevice.dll and a Registration and Activation pdf. When I do a VST scan I briefly see Melodyne pop up.

Don't scan the "C:\Program Files\Celemony" directory, there is nothing in there for the VST scanner.
 
Try running the standalone "C:\Program Files\Celemony\Melodyne singletrack\Melodyne singletrack.exe".

I removed the scan path C:\Program Files\Celemony". The stand alone in the location that you advised is not opening. I am getting error "the application was unable to start correctly (0xc000007b). the 32 bit version stand alone opens.

Believe or not, this is progress.
 
I have read this error is almost always a MS C++ redistribution library problem. Download the latest library from Microsoft.

You won't need the arm processor version and the x86 is not causing a problem. You may want to removed both Melodyne and SONAR, clean up the registry and re-run the entire process again. The Melodyne installer should launch directly from the the X3 installer.

When reinstalling Melodyne from the x3 Installer, should I just install 64 bit version?

Install the version of Melodyne that goes with the version of SONAR being installed. In my case, I have not installed a 32bit version of SONAR in some time.

 I clicked ok and continued install. Still no Melodyne in the region FX

I don't think I downloaded the latest library. I think I downloaded 2011. I am going to download 2013 and try the process again.

Man, I just want to say I'm really sorry you're having so much trouble. The new ARA integration is so much smoother than the previous way or working. It can be a major hassle to troubleshoot this stuff from a distance. It kinda seems like a C++ runtime library problem (there are many, not just the latest) but honestly by this point I just hope someone will find you a magic answer.

It sounds like there are still unresolved issues with the MS libs on this machine. I would suggest calling Cakewalk tech support to sort this out.

Thinking about this, I believe Rapture is the last part of the SONAR install, so is it possible the Melodyne installer generated this error. Either way, I am pretty sure, this is a MS lib problem.

Its Possible. I installed the most current MS lib. I am now installing SonarX3 again. If this does not work, I'm going to have to call tech support. They have odd hours though. Mon-Fri 1-5. Most people are at work at that time. That seems to be my only option though.

I can't remember which plug I had an issue with but I had to reinstall a bunch of libraries, like 2005, 2008, 2010 etc.
Possibly you have a corruption in one of the older ones so Melodyne believes it's installed, but then it fails upon loading. Maybe they would be able to tell you which dependencies Melodyne has, normally these libraries are installed when you install the program, provided they aren't already.

I've spent more time configuring X3 than I have recording so far. In addition to plug ins that are no longer available, from Sonar 1 studio. I"ve yet to figure that one out yet.

Just found some hints that Sonar requires 2005 and 2008 for some of the bundled plugs.

I'm going to have to contact tech support. I'm getting a little deep in the quicksand here. I'm pretty computer literate, but when we get into C++ and all that I'm kind of lost. All I need is Melodyne to work and to find how I can still access some effects that are gone,,,like Boost 11. I cant seem to find the correct VST path.

I think scook is on the right track with the c++ redistributables.   From what I was able to Google, the most likely cause is a mismatch between 32bit and 64bit dlls.  These are a few of the results, though completely unrelated to SONAR and Melodyne.  But some of the same general ideas do seem to keep coming up.

The problem was due to 32/64-bit mismatches of various system dlls required by Visual studio. Somehow the dlls it needs got replaced by 64-bit versions that it couldn’t load.   Replacing the dlls mentioned below from a machine that is working solves the problem:  
c:\Windows\SysWOW64\msvcp100.dll  
c:\Windows\SysWOW64\msvcp100d.dll  
c:\Windows\SysWOW64\msvcr100.dll  
c:\Windows\SysWOW64\msvcr100_clr0400.dll  
c:\Windows\SysWOW64\msvcr100d.dll

This error message may occur on 64 bit operating systems when the Microsoft Visual C++ Redistributable Package is not properly configured.  
1. Replace these files. mfc100.dll, mfc100u.dll, msvcr100.dll, msvcp100.dll and msvcr100_clr0400.dll  They can be found at http://www.microsoft.com/en-us/download/details.aspx?id...  Please save these files to any location on your PC;  
2. Please reboot your computer in Safe Mode  - Restart the computer;  - Press the "F8" key (several times before Microsoft Windows begins to load; you need to press "F8" until you will be displayed a text menu;  - Select "SAFE MODE";  Note: for Windows 8, you can hold the Shift key while going to Power Off and clicking on Restart option
3. Access C:\Windows\System32;  
4. Locate the 5 files you have downloaded and extracted;  
5. Next, copy all those files to C:\Windows\System32 replacing the current ones;  
6. Reboot in normal mode

There may be multiple reasons as to why you might receive 0xc00007b error when trying to run an application on a windows machine. 0xc000007b error usually comes from mixing up 32bit environment with 64bit one. For example 32bit application loads a 64bit dll causing 0xc000007b error.  
 
Solution 1   In most cases it's .NET framework causing issues. This can easily fixed by re-installing latest .NET framework from
 
Solution 2   Re-install the application that you are trying to run. 
 
Solution 3   Running the application as an administrator could fix this error. Right click on the program shortcut or program .exe file, then click on Properties, and on the Compatibility tab. Check the Run this program as an administrator box, and click on OK  
 
Solution 4   Restart your computer as some applications require restart after installation to function properly.
 
Solution 5   Run Windows update as it can provide application fixes and updates. Furthermore it installs missing drivers and updates the outdated ones like graphic card drivers.
 
Solution 6   manually update the application if possible.  
 
Solution 7   re-install Microsoft Visual C++  
 
Solution 8  re-install DirectX
 
Solution 9   Many times hard disk problems can be repaired using the chkdsk command.
 
Solution 10   This solution only works for a 64-bit system. It requires replacing files is system32 directory so be careful. Only attempt this solution if you are confident and if other solutions have failed. When Microsoft Visual C++ Redistributable Package is not properly configured it may cause 0xc00007b error. Firstly download the zip file and decompress it. Reboot in safe mode and go to C:\Windows\System32. copy all files included in the zip package (mfc100.dll, mfc100u.dll, msvcr100.dll, msvcp100.dll and msvcr100_clr0400.dll) to C:\Windows\System32 replacing the current ones. After that reboot in normal mode.   If all the solutions above haven't worked i would consider backing up data and performing a clean install of windows.

Solution 11: Complete the tying of the noose and...jump. 
This is really frustrating. The thing is, it's hard to contact Cakewalk Tech support at their hours. I'm going to have to work something out. I'm thinking it is more an issue with my pc. I'll keep you posted. Thanks for all your help!!
